An Act to provide identification to youth and adults experiencing homelessness (S.2251 / H.3360 / H.3388) (Sen. Kennedy; Rep. Khan; Rep. O’Day) passed the Senate in July 2023. Currently, it is sitting with the House Ways and Means Committee. Why is this bill on CLM's Policy Agenda?

This bill is a legislative priority for CLM's Transition Age Youth Coalition. Obtaining a state identification card is a critical first step for youth and adults experiencing homelessness to accomplish typical life tasks and access opportunities, such as applying for jobs, enrolling in education programs, and opening financial accounts. This act creates a process for a person who is homeless or an unaccompanied homeless youth to apply for a state identification card and waive fees.
